Biography

As CoBank’s Senior Vice President, Utilities, Supply Chain and Trade Finance, Chris is responsible for the growth and management of the bank’s utility infrastructure portfolios, which includes a $3 billion water finance business. Chris also leads the supply chain and trade finance businesses at CoBank, with a focus on agribusiness sectors.   

Prior to joining CoBank in 2015, Mr. Shaffner held various leadership positions in both public and private organizations, including private equity funds management in excess of $1 billion. He also headed Manhattan borough operations for the New York City Housing Authority, where he led a team of 1,500 responsible for managing the city’s 60,000 municipal real estate assets.  

Mr. Shaffner earned a bachelor’s degree from Indiana University, a juris doctor degree from Valparaiso University School of Law, and an MBA from the University of Michigan’s Ross School of Business.
