Juan has dedicated himself to improving the water environment. His primary focus is on water and wastewater systems operations, maintenance, and optimization with a history of leading and training employees. His mission is to generate enthusiasm and positive thinking within the workplace to create winning teams through effective communication and by engaging, empowering, and enabling individuals.
Juan has 18 years of experience in the water industry working in the public, private, and non-profit sectors. He earned a Bachelor of Arts in Public Administration from San Diego State University, and a Master of Science in Water Science, Policy, and Management from University of Oxford.
He has worked for the City of San Diego for the last 6 years in a growing capacity and since February 2022 has served as the Director of Public Utilities.
