Biography

Katherine Oven is the Deputy Operating Officer of the Water Utility Capital Division at the Santa Clara Valley Water District. Her current duties include oversight for the planning, design, and construction of capital projects for the District’s $2.0 billion Water Supply Capital Program, and preparing the annual update of the District’s Five-Year Capital Improvement Program (CIP).

Ms. Oven has over 30 years of experience in water resources engineering in both the private and public sector. She earned a Bachelor’s degree in Civil Engineering from Santa Clara University and a Master’s degree in Civil Engineering from the Massachusetts Institute of Technology. She is a member of the American Society of Civil Engineers and a registered engineer in the State of California.
