Matt Collings is the Assistant General Manager and Treasurer of the Moulton Niguel Water District, which provides water, wastewater and recycled water services to approximately 170,000 people in South Orange County. Hired in 2006 in the Engineering Department, Matt focused on capital project delivery before being promoted to Director of Engineering and Operations. Matt successfully integrated the two divisions with a focus on advancing asset management principles using innovative programs and data to maximize resources and inform infrastructure investments.
Matt also represents Moulton Niguel at various regional joint powers authorities that have responsibilities for overseeing wastewater treatment and disposal and regional infrastructure operation and maintenance. Currently, Matt serves as the Chair of the Board of Directors for the South Orange County Wastewater Authority. He was also recently appointed to serve on the Environmental Cleanup Allocation Committee for the Orange County Transportation Authority.
Prior to his tenure at Moulton Niguel, Matt worked as an engineer in the private sector, designing water and wastewater systems for various public agencies. Matt is a registered professional engineer in the State of California and holds a Bachelor’s Degree in Civil Engineering from Loyola Marymount University.
