Biography

Stephen is a Managing Director in Ernst & Young Infrastructure Advisors LLC, based in New York. He leads the team’s environmental infrastructure business, advising the public and private sectors on infrastructure P3 projects and alternative delivery programs in energy, water, and sanitation. Stephen brings 18 years of experience in infrastructure procurement and finance, advising government and private counterparties on projects in the US, UK, Middle East and North Africa.

In water, Stephen’s experience includes advising US EPA on the evaluation of WIFIA proposals, working with state and local government entities and the private sector on a range of municipal water, wastewater and biosolids projects, and working with State entities on regional resilience projects in Utah, North Dakota and California.

Stephen holds a degree in Economics from Cambridge University and qualifications in accountancy and treasury management and is an MSRB registered Municipal Advisor. He recently co-authored “P3 or not to P3: A water industry view on the relevance of public private partnership delivery models”.
