1:30-3:00 – Bridging the Stormwater Funding Gap

In his role as Manager of Program Administration, Tom performs wide-ranging duties related to the development and management of TWDB’s infrastructure financing programs. Before joining TWDB, he worked with the Community Development Block Grant program at the Texas Department of Agriculture with a focus on disaster relief and assistance for border communities. Tom studied Philosophy at the University of Texas at El Paso and served as a Grant Writer for the El Paso County Judge’s Office.
