Torri Martin is currently the Interim- Deputy Commissioner as well as the Chief of Innovation for the City of Atlanta’s Department of Watershed Management (DWM). As the Deputy Commissioner for the Information Systems department, he is responsible for overseeing performance management and providing technology services to the Department of Watershed Management. Within this role, Mr. Martin oversees various units in the department including Project Implementation, Application Development, and Application Support
Torri leads the innovation effort, playing a vital role in connecting DWM to the external community and positioning DWM in becoming a leading water utility in innovation, service, and value. As a major collaborator of the DWM leadership team, Torri ensures member and stakeholder satisfaction, positive staff morale and fiscal viability while maximizing the impact of innovation and the growth of DWM.
Mr. Martin has a vast array of professional experience as a former White House Intern for the Obama Administration, overseeing the technology operations for the District of Colombia Public schools, and serving as Chief of Staff and Assistant to the Mayor of the City of Fairburn, Georgia; he brings practical experience to building a culture of innovation.
Mr. Martin joined the City of Atlanta in June of 2015 and was tasked with the responsibility of establishing the City’s SmartATL program. As the first Director of SmartATL, Mr. Martin centralized the governance and strategy development for all smart city projects. Now as the Chief of Innovation for DWM, he is responsible for building out the department’s “Smart H2O” strategy and leading the digital transformation for DWM to become a “Utility of the Future”. Mr. Martin has a bachelor’s degree in Business Administration from Georgia State University, a master’s degree in Public Administration from Troy University, and Juris Doctor from John Marshall Law School. He is a Certified Public Manager and has a certificate in strategic performance management. Torri is a native of Dublin, Georgia and currently resides with his wife, LaTasha, and twin daughters in Atlanta, Georgia.
